Public Governance in England Essay Governance can be defined as how local government bodies operate and control structure and processes of local authorities to manage their communities under one umbrella. These local bodies ensure quality service to the people and lead communities in a responsible way (Governance). The role of governance is to give clear directions, facilitate new projects, acts and take steps for any foreseen danger to the community.   Public governance deal with public sector and is kept under constant review. It sets out clear principles for the administration to arrange for public regulation. The treasury report states that UK spending had increased to  £500 by the year 2005 and 2006. Public governance would include policy making and providing quality service to public related issues including housing, sanitary, health, education, sewage and water supply management. Public governance ensures quality services to the citizens and taxpayers.   In public governance there is no combined code or any equivalent code of principles. However, there is an alternative individual codes and guidance that are specifically made for individual specific public bodies.   In 2004 a commission comprising key leaders from public was established by three different institutes, Chartered institute of Public Finance and Accountancy (CIPFA), the Office of Public Management (OPM) and Joseph Rowntree foundation. The goal was to establish good governance principles for public services equivalent to Combined Code. These principles would support publicly funded bodies.   The Good Governance Standard For Public was published in 2005 by the commission that addressed issues for the members of public, governing bodies, public services, organizations, governors and those who develop codes for governance (Good Governance Briefing).   The governance of both public and private sector are combined and supervised by the unitary board model. This board is formed by executive and non-executive directors who are responsible for management of daily business and those tasks that are independent of the management respectively. The board functions to monitor both the governance.   The role of the boards of public governance and private governance is somewhat similar, but public sector is more complex. In public governance there is no standard organisational shape and no legislation operate public bodies. That is, public services do not work under any legislative framework instead they have unified boards of independent executive and non-executive directors.   Most non-departmental public bodies (NDPBs) are exclusively comprised of non-executive directors. Some organizations have both executive and non-executive, while some other operate under one chief executive who is the top level member of the board and there is no other equivalent executive with him (Good Governance Briefing).   Supervisory boards are formed by the members from diverse stakeholders and are much larger than unified boards. Good governance is very important for successful public administration. Public sector failure results from poor governance. However, the poor governance is not just the result of any poor performance in single issue or service (Governance). But poor governance results from a number of factors that when combined pose several problems in the public sector administration. The quality of service by the public governance matters a lot for the people to gain trust in that government. To gain trust from its people public governance must offer quality service and assure them proper security, health, education to live in prosperous society. Loss of public trust is of immense importance for the public government. Once people do not support that government then it can threaten their accomplishment as a strong government.   Public governance must follow good governance policies and its main goal is to have a lot of trust from its people. Public government can have good image by having good support from its people. In forming rules and regulation public government will always keep in mind the facilities for the people of community. Public governance strives for quality service in education and health to its people. Once people choose not to support that government and not to participate in voting or vote against it then it can be fragmented (Governance).   Public government is also responsible for health and sanitary conditions in the community. It is involved in operating public hospitals and is responsible for maintaining high standard of medical treatment, medical services, cleanliness and sanitation of the hospitals. Public run hospitals must have proper healthcare system in order to provide proper health to the community and its people (Stolzenber). It is the responsibly of the governance to adopt strategies to preserve its viable function and also improve its structure to attain high health standards.   Characteristics of public governance must be strong enough to participate in the market-driven economy. The infrastructure of the governance must be efficient and flexible to operate independently of the bureaucratic impediments. Only high standards of governance can lead to successful and prosperous communities.   In public governance some departments have independent lay members and magistrates. These include police authorities. The Local Government Act 2000 developed three different types of political structures to be followed by local authorities. Each local body will develop proposals to adopt any of the three structures either as an executive role or scrutiny role. The council of higher education mainly adopts the executive role.   There are around 450,000 governors in the public service organizations. Every governor is responsible for leading and directing the workforce, organizing their tasks and fulfill their main objectives. Exploring Classical Theism and Physicalism ABSTRACT: Could a classical theist be a physicalist? Although a negative answer to this question may seem obvious, it turns out that a case can be made for the consistency of a variant of classical theism and global supervenience physicalism. Although intriguing, the case ultimately fails due to the weakness of global supervenience as an account of the dependence of mental on physical properties. Physicalism is popular these days, and to a lesser extent so is classical theism. It should therefore come as no surprise that a number of theists are bent on combining theism with physicalism. But could a classical theist be a physicalist? Is this a coherent doctrinal combination? The classical theist affirms the metaphysically necessary existence of a concrete, purely spiritual, being upon which every other concrete being is ontologically dependent. The physicalist, however, is committed to the proposition that everything, or at least everything concrete, is either physical or determined by the physical. To be a bit more precise, physicalism is usefully viewed as the conjunction of an 'inventory thesis' which specifies physicalistically admissible individuals and a 'determination thesis' which specifies physicalistically admissible properties.(1) What the inventory thesis says, at a first approximation, is that every concretum is either a physical item or composed of physical items . As for the determination thesis, what it says is that physical property-instantiations determine all other property-instantiations; equivalently, every nonphysical property-instantiation supervenes on physical property-instantiations. These rough characterizations suggest that theism and physicalism logically exclude one another. If God as classically conceived exists, then the inventory thesis is violated: not every concrete entity is either physical or composed of physical items. And if God exists, it would also appear that the determination thesis is flouted: God's instantiation of his omni-attributes does not supervene on His instantiation of any physical properties: He has none. So at first glance it seems almost crashingly obvious that the classical theist cannot be a physicalist. But this talk cannot end just yet. For when we get down to the details of formulating precise versions of both the inventory and determination theses, it turns out that there is a way to attempt the reconciliation of theism and physicalism. It is the viability of this way that I aim to explore. But first some background. Towards Nonreductive Physicalism I will take it for granted that a plausible version of physicalism cannot be either eliminativist or reductionist.

SWOT The SWOT analysis is â€Å"a historically popular technique through which managers create a quick overview of a company’s strategic situation (Pearce and Robinson, 2011, p. 140).† The SWOT analysis supplies Target with a strategic planning method in order to gauge all the strengths and weaknesses of the company as well as what opportunities are available to the company, and any threats that may arise when operating the company. SWOT allows Target to detect key issues within the environment. This method is essential for Target, because it offers succeeding stepladders in the course of development for achievement of certain objectives. Steps of Actions Considering that Target is one of the largest retailer organization, there are steps that must be taken in order to continue their effective method of operating the organization. First Target will need to assess their market by analyzing their internal and external state of the business and how it affects the organization in general. Target will need to review and understand who are their customers, what strengths and weaknesses each competitor may have, and the issues, which are occurring within the world that may affect the business overall. The company will also have to analysis potential market ventures as well as the driving forces of all sales trends. Assessing the company and competition Assessing Target and their competition is vital when it comes to operating the company in general. Target will need to identify what resources the company has available to access, what they are best at and what capabilities the company has (function). Competition plays a huge part in competing with organization that provides similar services and products. Therefore, the company must identify with their competition by researching what makes them different from their competitor, what is the company’s over-all market conditions of Target, the needs that are needed for the company services and products and what opportunities are available within the customer-market-technology world. Target must also review problems customers may have with their services and product. Strengths of Target Target has continued to rise above and move forward with being one of the largest retailers to date. Target strengths consist of: †¢ Being the second largest retailer right behind Wal-Mart. †¢ Continues to increase sales after each year of operating. †¢ Has a huge number of retail networks, and more than 1400 stores. †¢ Durable supply and demand channels. †¢ Target is environment friendly, meaning they do not offer firearms or tobacco. †¢ Target is the top seller of Gift Cards within the United States. †¢ Has donated a superior amount of profits. †¢ Target stores provides variation of products such as clothing, sports apparel, electronics, kitchen, and bed room materials, beauty, and health products, and hardware and automotive supplies. Weaknesses of Target Although Target continues to stand ground, they are still face with possibility of being at risk, and carries weaknesses that must be address. The weakness of Target consists of: †¢ Target merchandises can become quite expensive matched to competitors such as Wal-Mart. †¢ Incomplete visibility within International Market. †¢ Awareness is low as compared to their competitors. †¢ Currently lacks labor Unions. Opportunities of Target The current opportunities that Target is face with are: †¢ Target will need to focus on cost cutting in order to reduce their prices that are applied to the products. †¢ Target should take advantage of international markets. †¢ Target will need to consider offering awareness program. †¢ Invention of labor Union will need to be essential in order to increase employee gratification. †¢ Target can also consider increasing their market shares overall. Threats of Target Although Target provides superior quality and ideal customer services, the company is still face with risk and threats. The threats of Target consist of: †¢ Increasing competition with Wal-Mart. †¢ Customer diverting or products due to high price products during a recession. †¢ Continuous increasing within interest rates, and taxes. †¢ Security concern due to terrorism threats increasing. †¢ The merge of Sears and Kmart. Competitor analysis Competitor analysis is a serious part of the organization therefore; Target must identify and address all issues pertaining to the business. Target must pinpoint the tangible competitors, and substitutes, evaluate opponents’ objectives, strategies, strengths and weaknesses, and opportunities and threats, and uncover what opponents Target should take on or stand clear of. Therefore, Target must analyze the company’s economic, sociocultural, technological, political, and future. Economic analysis will supply ways to  identify what trends may have an influence on Target action. Sociocultural provides information on current or emerging trends in routine, styles, and other works of culture, demographic trends as well as what trends provide opportunities or threats. Technological analysis will be done in order to identify what type technological developments are affecting the company or what could affect the industry as a whole. Government analysis will supply information of changes within the by-laws if any, what impacts may occur, if taxes or incentives are being established that could affect any strategy progress, and finally could there be any political risks they could occur. Finally Target will need to consider the future of the company. Future will provide what future events may arise, what uncertainty need to be considered such as trends or events and what type of impact the future will bring to the company overall. In closing Target will need analyze every key factor of the company in order continue or correct issues within the company to effectively stay within competition, and continue to grow as a company in the near future. Applying SWOT will take Target a step closer in making progress and moving forward within the company. SWOT will supply Target with a strategic planning method to increase and continue the company’s strengths, and address all risk and weaknesses within the company. This method will allow Target to pinpoint key issues within the corporation, and supply ways to correct issue through internal and external analysis.
